how can I customize a detail callout?

Short version: How do you make a custom callout?

i guess what im asking is "can you edit a system family?"

Long version: I need to customize a detail callout so that i have options with the leader, (turn it off, not have the square bubble at the end, ext.), but i cant find the family or rvt file to customize. Where does the program get the information to make that dotted line box thats supposed to window the area being detailed? the parameter is called the "callout tag" and the value is called "Callout Head w 1/8" Corner Radius". That value is what I cant figure out where it is to open and work with. (first attachment)

also the detail bubble is showing that its coming from a certain file and I have already opened that, customized it and saved it in a new location. but when i load the new detail bubble, it doesn't end up in the choices for that option. this parameter is called "section tag" and the section head i customized came from editing the original, so i cant figure out why it wouldn't show up in the same options. p.s.-ive called support and they said it cant be done-but ive heard that before and if it cant be done, then is there a way I can create a custom tag that can be connected with the details? is there any work around for this? please help asap-and why isnt anyone else having this problem??? I think some of these settings can be found under pull down settings-view tags-callout tags... if you haven't explored this yet.
