Default Soft shadows from lights = jagged edges

I'm attempting to do an exterior night rendering of a building with various flood lights directed towards the building. When I turned on soft shadows, ran a radiosity solution, and then raytraced the scene, the edges of the illuminated areas appear very jagged, almost like a sawtooth edge.

I see the settings under Sun for jitter and all that, but of course the Sun is turned off in my scene, and I can't find any of those settings for the other lights. Any ideas how to control this?

How many steps did you do for the rad. solution? Ive found that it does that if i dont run a lot of steps. So for giggles, one day when i didnt need my computer at work, i ran one to 200 steps, and it was a bit better...
