Unhappy C3D only using 50% of cpu

I have been noticing that when doing a big regen that civil 3d only goes up to 50% of cpu usage, in the windows task manager. When i do a regen or switch layouts it will lock up for about 10+/- seconds and during that time the cpu for acad.exe is usually at 49-48%. This seems wrong, if it is so hard to process why won't it use more. Is there a way to allocate more cpu processing to cad?

this is the system i am running.
    p4 2.8 ht 800mhz
    intel d865perlx board
    2 gig ram
    GeForce FX 5700LE
    win xp pro

does anyone see any problems with this?
    any ideas?
    is this normal?

    thanks alot

Task Manager is one of the things fouled by Hyper-Threading.
Task Manager thinks you have two processors so when a HT chip is running full blast it shows 50% CPU usage.
