Now that I've fed in some plat information I'd like to annotate some of the lines with bearing on top and distance on the bottom. How can I make my dimensions do this, all i can get are units and no angles

Unless you are using an add-on or a vertical such as LDT or C3D - then you can't.
What all are you using?

I'm not sure, I'm in a training course on company PCs. I think there are "express tools".
How do I get LDT or C3D
Also, is there a way to interface with a Data Collector or can I import points from an excel file?
Thanks
LDT (Land Desktop) and C3D (Civil 3D) are separate infrastructure products. Both include the ability to label bearing\distance and download from DC or ASCII file.
There are other programs such as SurvCADD from http://www.carlsonsw.com that work on top of plain AutoCAD and provide these features.

OK I have a question. Are these plugins that just load up with Autocad or are they full fledged apps? Also, are they free? If not, are there any free plugins that can do this? Is there a way to program for AutoCAD to develop my own plugin?
These are full-fledged apps and are not free.

OK How about this:
Is there a way to just display the bearing above each line or do I have to just use leaders and type out the bearing along each segment?

I have a couple of lisp routines that will add text entities alinged with a line you choose to annotate. I don't remember where I got bearings.lsp, but dstbrg.lsp can be found here.
