Default Best way to set-up multiple Tool Palettes

I am a CAD Manager for a large company that has several different practice areas within such as housing, medical, education etc. I also maintain our three offices. We are using ADT 2005 currently and my CAD Committee recently requested if they could have their own practice area specific tool palette sets. If I run everyone with one profile and use the "TOOLPALETTEPATH" variable nested into a toolbar, I can make one profile work for everyone and have them change their tool palette location on the fly. The problem I am having is that I am not sure if this is the best way or is there something easier I can do. Any advice would be appreciated.
