Default Layout import with Design Center - Corrupted

OK here's a thing I've not found before. I've got a template setup (per Layout) with part of it as a block and the rest as a xref. The block contains only the attributes, while the xref contains the title's linework, logos & text pertinent to the project. All 3 (xref, block & template) is set with INSUNITS=4 (for millimeters).

Now I start a new drawing from the ACADISO.DWT file: i.e. its INSUNITS=4 as well. If I use Design Center to import one of the layouts from the template the XRef is scaled down and the block is scaled up.Neither are the correct size. If I use the Page Setup Manager's Import facility it imports correctly (and of course a save as works fine as well) but not the DC method.

Is there something strange with DC? I'm in Vanilla 2008.

This error ONLY happens when using DC. If I make a block of the TB and WBlock it out, then insert into a new drawing on a new layout the scale of all are still correct. Just can't figure out what's happening.

I've now simply told everyone here not to use DC for importing Layouts until I can figure out what's wrong.
