Default Locked Tool Palettes and Locked extras?

At CadCamp, Matt Murphy showed us how to create Enterprise Tool Palettes, with read only attributes so users cannot change them.

    My questions are these:
1.) Can I set permissions on the Tool Palettes directory so that everyone is read only so that only I can modify? And can I modify while other users have the tool palettes open, so that changes take effect the next time they start autocad?

2.) On a related issue, can I do the same thing with network locations for things like Label styles, Templates, Plot styles, etc.?

Basically, I want to leave these items unlocked, so i can change them on the fly, without affecting other users use.

    1) Yes.

    2) Yes.

    Try it and see, experiment...
