Can a workspace be assigned to a dwg? I have someone that needs to know that if they are working on one customer's drawings that when they open that dwg that the workspace is the correct one.

Simple answer, no ( as far as I know ).
Not without some fancy programming to switch to the correct Workspace when the drawing file(s) in question is Opened...

Magically, no. However, if you have an AcadDoc.lsp that looks for lisp files in the drawing's location to load automatically, you can use (setvar "WSCurrent" <whatever>) to load the workspace.
