Default Dimension and Dimension text alignment when using DVIEW

I just started working for a new company in the past three weeks and I am having problem I have never seen before. This company is currently using AutoCad 2002 with Autodesk Land Desktop 3. They tend to use the DVIEW Twist command a lot. When using a liner dimension, it does not rotate vertical or horizontal as the screen appears when the object is twisted. It makes the dimension aligned with the original coordinates before I twisted the object using DVIEW.

Is there a way I can fix this? Is there a setting where the dimensions work off of the current view of the object? I am stumped here and getting frustrated. Any help is appreciated. Thanks....

Can you not just use aligned dimensions?

Just to clarify - Dview\Twist does not affect your geometry; it just alters your view of it (like twisting your head sideways whilst looking at something).
You could create a new UCS with the UCS\View option before adding notes (I'm not certain what will happen with the dims though).
