the less the user has to do the better, so i would have the blocks on the correct layers.
Draw blocks on layer 0 always. I know that the user has to insert it into the correct layer but the drawing standards should enforce this anyway.
For example, if you have blocks drawn on a layer called "furniture" and you are doing a drawing that needs to differentiate between new and existing furniture by prefixing the layer name with "new_" or "Exist_" the blocks will not insert onto the required layer forcing you to redefine the block or exploding it to get onto the proper layer.
I tend to put the meat on layer 0 but any anotation of other stuff that is say hidden i'll layer it. It makes life easier to change colours for plotting etc.
