Default Objects de-select from selection set in Move command when Zooming in

Here is the process of the move I am speaking of. While zoomed out, activate move command-select objects-zoom in to pick point-move to new pick/destination point-select destination point.

Doing this only moves those items inside the zoomed in window.

This is what one of our Project managers is having a problem with. I cannot duplicate it. I remember something similar happening to me on 2004 but have not have not had it happen lately.

Is there a setting for that?
    Thanks

I'm not sure if it's the same issue, but you might look at THIS THREAD and see if it helps or not.

Are the lines on a locked layer?

No the layers are not locked. I think it has everything to do with the previous post to yours. Thanks for the input though.
