Xrefs not loading between different users

One person inserts an xref into a .dwg closes and safes. Another person (different cadd station) opens same file and xrefs say "Not Found" Save Path even chosen

Where is this Xref saved? In a folder on the server or on a local hard drive?

Are the paths mapped to the same location on the server for each user?

I have a couple of users with different paths they have mapped themselves. So I have seen this before.
