Managing Layers, unable to purge / remove Layers

I have taken a position at a new company the AutoCAD 2007 files that were existing from other users have 80 to over 100 layers a lot of which have little or nothing on them.
However I can't seem to delete thees layers alot of them are because people inserted other drawings as blocks into the drawing and now it seems like I am stuck with a lot of useless layers.
please help.

Have you tried the forum search facility, as there are a number of threads to be found that deal with this very subject eg

Unable to delete Layers, there is nothing on those Layers

Plus, you may wish to post an example drawing file so we may take a look at the issue / problem first-hand... by doing so it will make it easier for people to offer pertinent advice on your particular issue / problem.

Maybe there are some block definitions (even there is no instance of it in the drawing) that are using these layers.
You may want to try Express Tools' LAYDEL command. This deletes even layer with objects on it, except the current layer and Layer 0, and finally redefine blocks that are using the deleted layers.
