Can someone explain parameters and shared parameters and how you can us them and what they can help you with?

I mean what’s the point of adding a parameter to a panel that was standard if the panel is already dependent on other parameters that you seem to not be able to change. If someone knows where those shared parameters for the panel boards are saved please let me know as well.
