viewport troubles

I'm having a problem, everytime I try to create multiple viewports in a layout tab only one is active. What setting do I have wrong or turned on? I can't seem to find it.
This is only happening with a set of imported drawings from another company that we are doing work for.

Thank you for the help.
I wasn't copying the viewport, but the max active viewports was set to 1. That gave me the answer I needed
