    Default Turn on Plot Stamp?

Can you get a plot stamp with the file name and plot time on it to show up on plots of any size?

Yes, edit your titleblock family and add labels. Then connect them to the Date/Time Stamp and File Path parameters.

What if you are just plotting a view? or the visible portion of a view?

Most plotters/printers support stamping themselves (time/date) so for those that are less formal than sheet views you might take that approach? You could always use a stamp and ink pad, low tech I know. Then again I never really needed to stamp such views myself. The filename? Well all the views come from the same file!
