Layer pull-down menu does not show Layer names in alphabetical order

We are using 2006 and my boss showed me his layer pull-down was not alphabetized, while it was alphabetized in the layers properties menu. I read that it alphabetizes the layers by default. So why not when you pull down the menu by clicking on it so you can change layers quickly and easily?
