deleting view category in navigator

I'm having a weird issue that I can't delete a category in the Views folder. I right click on it, select "delete" get a window asking if i'm sure I want to do that, I click yes, the dialog window closes, and the category remains. I can't do it from Windows explorer either, and I've tried from everyone else's computer.

Anyone ever encounter this? is there a solution, or do i have to ask everyone to log out of the project to be able to delete these folders?

Only one person can edit project info (folder structure) at a time. If it's asking you "are you sure you want to delete this?" I'm wondering if there isn't something referenced (or was referenced to and not updated yet) that folder. A sheet a view......something. Just a thought.
