I'm struggling to figure out how to stretch the muntins of this double hung window so they stay equally spaced as the window stretches in both width and height. File is attached, any suggestions?

I'm not in the field designing windows.
Are the spaces equal? Your middle space has a different width than the two outside spaces.
You could build this using parametric constraints, but would need to decide what your minimum/maximum widths should be.
If you have a technical question, please find the appropriate forum and ask it there.
You will get a quicker response from your fellow AUGI members than if you sent it to me via a PM or email.

Since windows come in standard sizes, I don't recommend using a stretch parameter. I recommend using visibility states, one for each size. That would also make it simpler to draw the mullions. Currently, your stretch doesn't account for them. If you still want to use stretch, I recommend using the increment type set to 6" increments. If you use visibility states, you can use the state name in your bom/schedule/field.
