View Range and RCP

Does anyone understand how to use this feature? It seems that I get different results even using the same settings.

With RCPs you want to set your top limit of what will be shown (usually level above). The cut plan is then where the view is "sliced" which also will define your bottom limit.
It is a bit cryptic at times, and even though I have a general understanding of its use, it sometimes stumps me on its behavior.
