    Default Edit block in place

we have a drawing here that when the user edits a block in place, drags a crossing window to select entities in the block, and then makes changes to the layer, it is affecting objects outside of the block. i cant think of ever seeing that behavior in another drawing, and cant think of any way to correct it.

Isn't it normal when you edit a layer, changes should reflect on all entities having 'BY' attributed to them?
Say, Bylayer color assigned to that entity?

yes, and after re-reading what i wrote i wasn't very clear.

she will select objects in the block while editing in place by dragging a crossing window. the window ends up crossing objects out of the block, when changing the properties of the selected objects, the stuff that gets picked up outside of the block changes also. the normal behavior here is objects in the block update, objects out of the block are locked and don't change.

it doesnt seem to be the same, but something opie (im a tard and cant figure out how to link to a specific post) said makes me wonder about how refedit actually works. in the refedit dialog box there is an option to lock objects not in the set (see attached). this prevents objects not in the block from being moved, stretched etc - but the layers of them can still be changed, which seems silly. i tried this in a different drawing and got the same result, so it seems its a function of ADT / AutoCAD, and not something wrong with a single drawing.

thanks for the help so far.
