I want them to be available, but hidden automatically when a drawing loads.

I think I have it figured out.

I right clicked on a model tab, chose the hide feature, and AutoCad has remembered
to keep all model tabs hidden.
Just beware that you can configure workspaces to remember this setting on a per-workspace basis, so you may get it reset if you change workspaces. I think the workspaces that ship with Autocad are configured to turn the Model/Layout tabs "On" (i.e., old-style behavior, with the string of tabs under the drawing as opposed to two buttons next to the LWT button).
You may want to go into the CUI (the full CUI, not the mini-CUI) and check all your workspaces. Click on them one at a time in the upper-left quadrant. As you click on each one, you will see properties in the lower-right quadrant. I usually set the option for "Model/Layout Tabs" to "Do not change" so that switching workspaces maintains the current setting, but you can also set them to "Off". When this setting is "Off", the Model/Layout tabs appear as the two icons next to the LWT button.
So there are actually THREE ways this setting is controlled:
1) In OPTIONS.
2) Right-click on the Model/Layout tabs and select "Hide Layout and Model tabs".
3) In the Workspace settings in the CUI.
In addition, there is yet one more control. If you have the layout/model tabs hidden, i.e. set to display as two little icons next to the LWT button, then you must also make sure these little icons are enabled. This is done by clicking on the little triangle in the very bottom-right corner of the screen. In there is an option for "Layout/Model tabs". It MUST be checked, or the two little buttons will not appear next to the LWT button.
