Default Dims = to DIM Layer

Is there a way to make all new Dims automticly go to the DIM layer no matter what layer is current?

    In the command add "-LA;S;DIM;;"
before the command and it will do just that.

Except if the DIM layer is frozen.

You could use a tool palette to define the layer the dimension is to placed on.
