Default CTB lineweight vs. Layer List lineweight

I am wondering about which takes precedence as far as lineweight goes. I know you can set the line weight for a particular color in the CTB file, but you can also assign a lineweight to a particular layer in the layer manager. Which is the one that dictates how it is printed?

    Thank you.

for ACI colors, I believe it is the ctb file, for true colors it is the lineweight associated with the layer
