Question Setting the Scale units of a DWF file

We're trying to figure out how to show the dimensions we want (basically to scale) from our DWG files.

Currently, our DWG files are drawn in model space at full scale feet. Our DWF is created from a layout tab which is set to a plot scale of 1:8. Within that layout tab is a viewport which has a scale of anywhere from 1:7.62 to 12:500.

Once the DWF file is created from this layout tab, and we try to measure anything within Design Review, it will only ever show model scale dimensions. We basically would like to shut off the associative dimensioning, and have it dimension at paper scale.

How can we change the value of the DWF scale (bottom of attached dialog box) for a file?
