Default Locking a Blend at an Angle

I am trying to create a science lab faucet that we typically specify, but for the life of me, I cannot seem to get the neck of the handle to lock in the vertical position. The neck is made up of two blends. When I flex the AFF dimension, everything moves as expected with the exception of these two blends.

    Any help would be appreciated.
    Thanks

If you use Ref Lines instead of Planes for the angled dimensions you can lock their ends to one of the horizontal planes, then 'Edit Work Planes' for the blends and pick the ref lines

Thanks for the assistance and explanation. I knew I had to use the reference lines, but I did not select them as the work plane for the blends.
