Images not plotting and cancelling plots

This has been happening for some time now and i haven't been able to fix it. i have googled it and also searched in this forum and nothing. For some reason whenever i have an aerial in my viewport, the layout will not print.

if i print the layout it automatically cancels the print. it will print out the linework (sometimes) but never the aerial.
If i am publishing then it stops the plot and the rest of the sheets won't go through.

this is happening on multiple printers, Xerox 6204 wide format with free flow access, HP 5100 series black and white printer, and a Konica 450.

i have tried setting the RASTERPERCENT and RASTERTHRESHOLD to the maximums and still nothing.

The weird thing is that i have a drawing that has 5 tiff files for a complete section and the layout that displays them all will print fine, there is a layout that only shows a portion of one and it will not print for the life of me!!

Please help as this is becoming a greater issue.

Over the last several years we have had this problem intermittently with different raster images. The last few times I saved the file as a JPG and it seemed to plot fine.

I'm not entirely sure if this is it, but It could be something simple.

make sure that you don't have them on a non plot layer. sometimes I've seen people put them on non plot layers so that the border isn't shown, but this makes the raster disappear.

is the VP a clipped VP? for some reason, we had some MAJOR issues with plotting a clipped VP.
