Default Blocks/XREFs coming in at wrong scale location

Is there a setting that would cause this:

I bring a block or xref into drawing A. Point 0,0,0 and scale of 1. The inserted object is on a grid and should drop into the drawing at an exact location on the UCS scale. As a matter of fact, I dropped them into the exact same drawing on Friday and it worked fine. Now they come in at some odd scale (9.2% of original size) and in the completely wrong location.

Bring same block or xref into new clean drawing B. Point and scale same as before and the drawing comes in at correct size and location.

Take block from drawing B and copy it with base point of 0,0 and paste into drawing A, comes in at correct scale and point this way.

I obviously found a work around, but anybody have a clue why this would happen?

And I triple checked the insert scale and location.

Using just installed Civil LDD Companion 2009.

    Thanks in advance!

Well, if I save original CAD files as 2007 (they were at 2004) that seems to have solved the problem.

I had a similar issue a while back but I thought it had something to do with the Insunits variable.
