Viewport creation and frozen layers

I'm having a little trouble when I create viewports. Now, it just started doing this....but, when I create a new viewport, it freezes more than half of the layers in that viewport. By looking at the layers that are left on, there doesn't seem to be a common thread between them. I can't figure out why these are freezing. Can anyone help? I'm using 2007.

In layer manager, check to see if the layers that aren't showing in the new viewports have their "New VP Freeze" property set. You might have to scroll to the right a bit to be able to see that column.
