Default Acad 2009 Annotive text is not Annotive

    For example @ 1/2" = 1'-0" the text should come in @ 2 1/4" it come is at 3/16" measures 6"
and if I change the text height in the text window to 2 1/4" it measures 4'-6"

I can fake it and the text non annotive and make it the height I want it.

Also Qleader and multileaders both annotive both are different sizes so which one is RIGHT??

this annotive is frustrating finally got the dim's to come in correctly now the rest of it is jacked

Use model space/paper space. Set dimassoc to 2 and put all text and dims in paper space.
This doesn't require any scaling and you can use CHSPACE to put all annotation back into model space if that is your criteria.
    Grrrr.

Welcome to AUGI and congrats on your first post.

My text does not have that problem. If I put in annotative text, the size automatically scales correctly for me. For example, if I'm set at 1/8" scale, the text is 3/32" in paper space and 9" in model space. If I change the scale to 1/2"; either before or after inserting my text, it changes the scale to 3/16" in paper space and 2 1/4" in model space.
I'm not sure why yours is not working.

If you need to change the scale manually, change the paper text height to 3/32". You're changing it to the model space value of 2 1/4", which is why your text is 4'-6".

As for qleaders and multi leaders, I would choose one and stick with it. You can set up a qleader or multileader to have the arrowheads the size you want them, then create a tool for it so you only have to set it up once.
Why is it called common sense when it is so rare?
