Wink DIM VARIABLE FOR ANNOTATIVE SCALEING

Is "DIMANNO" the only system variable that enable the annotative feature of a dimension style? It is a read only system variable and can not be modify by "SETVAR" command. Is there another method to enable this feature (using lsp) without command scrip? Any help or suggestion will be appreciated.
