Polar Stretch + Array

Looks like I really have no luck lately with polar stretch - only this time it includes array as well. I need green line to be arrayed every 15 units and stretched which works fine until I try to stretch it on an angle... then it doesn't rotate arrayed green line (which should always be on 45d angle to line I am drawing). It is such a simple task and I can't figure out why it's not working - quite frustrating. Any help would be tremendeously appreciated

I got it working except that arrayed lines are following direction only when I click on grip twice on the same spot. Is that a dynamic block bug or is it me?
