If by "load", you mean install on a machine, then yes. You can have Land Desktop and Civil 3D loaded on the same machine.

These are two separate programs that pretty much share only the AutoCAD engine. So if by "load" you mean switch between the two within the same session of AutoCAD, then the answer is no.
