    Is it possible to lock, freeze, pin an element like a Topography Surface to avoid users in deleting accidently the element if sow How

    You can try the worksharing method. Create one workset for the elements you don't want to be deleted and make them editable by you. You will be the owner of the elements from this workset. If someone try to delete any elements from that workset (even by accident), they can't because you will have to first grant this right to them.
