callouts some reverting to ##'s with sheet sets

You sure it isn't a block that is trying to read metric units and the scale being something else? Or something along that line?

I can't figure it out....I'm going to zip my 3 drawings up. one is the drawing containing my elev label block, one is my SSM sheet template, the other is my dwg template for microvellum.

the other attachment is an etransmit for a test SSM that's having my issue.
