    Default Relinquishing worksets

Is there any way to only relinquish borrowed elements, and not the checked out worksets?

If you use the Save to Central off of the File command, you can make sure that the User Worksets is not checked when you STC. This will relinquish the borrowed elements, but maintain control of worksets.

User-created worksets always remain checked out by default, unless you specifically check them to be relinquished in the File > STC dialog box. The STC button will not relinquish any checked-out user-created worksets.

If you have other worksets checked out like view or family worksets, then yeah you will have to use the File > STC dialog box and uncheck everything BUT borrowed elements.
