Unhappy blocks change scale when inserted from palette

I tried to find the answer to this one but without any luck. There is a user here that is inserting blocks from a palette, they look to be the right scale when he inserts them but after he rotates them they scale down. This only happens with some of the blocks and I have checked to make sure that the auxiliary scale is set to none as well as the scale being set to 1. These settings are actually the same as others that are inserting correctly.
    Any help would be appreciated!
    Thank you in advance!

Make sure the insert units are correct in the source and target files.

    they are set to unitless...

    more information.
I have now tried insunits, -dwgunits and just units. it doesn't help. I have opened the drawings on my PC and it doesn't happen when I insert them.

What units are you trying to achieve? If it is mm then set your blocks to insunits = 4 and also your current drawing.

the "insunits" are set to 0
the "-dwgunits" are set to 1
the "drawing units" are Architectural with an insertion scale of "unitless"
These settings are typical, it still only happens on the one machine. I must be missing something.
    Thanks again for the help!

Under -dwgunits, did you turn the scaling off? It played havoc on a bunch of our files when it was on, even with the insunits all set at 0.
Why draw straws? Just draw one straw and array it.

I'm sure you have already done this but, have you opened the block in the editor in the source drawing to see if the block was drawn to scale... because it looks to me like you've looked everywhere else. a block will come in scaled according to the scale it was drawn at in the original drawing not the placement scale in the source drawing. try reinserting it in the source drawing ( the one your tool pallets are looking at) see if it's scaled correctly. if it's not then open it in the block editor and fix it. hope this helps.

yeah, the blocks insert correctly on other PCs and they insert correctly when using design center on the problem PC... the really weird part is that not all of the blocks in the palette system do this, it just seems that random ones scale down.

I guess its nothing to do with the machine. Again, it would be easier if you can post your drawings here. The block that your trying to insert and the drawing where your block will be inserted.

here are the files. I just created a new drawing using a new template and inserted the block, the red version is inserted from the palette the white is inserted using the "insert" command. I have also attached the block itself.
I should mention that I just did a reinstall of AutoCAD and it had no effect.
