layer properties Manager drop down menu not opening

The layer properties manger drop down menu in Autocad lt 2006 is not opening at all in drawings now. My co-worker has autocad lt 2006. He can not get the layer list drop down menu to even work! Why? this is the second autocad lt user that has come to me about this problem. We have never had this problem until now! I have Autodesk Civil 3d 2006 and I don't have this problem. I do however have some serious slow ness when it comes to opening my drop down for layer list (any suggestions why for this as well), but I can at least get it to open. these guys can not get it to open at all, one of the users has his computer repeatadley crash when trying to open his layer list. Any help, suggestions would be great! thanks so much.

Are you talking about the Layer Manager dialog, or the drop down list that is part of a toolbar?
