Cool cursor-crosshairs not horizontal in active vports

I have a drawing file created by someone else where the cursor and crosshairs in a veiwport activated from paperspace are not aligned to the world ucs. In modelspace the cursor/crosshairs are fine and in paperspace they are fine. It is only when I try to work in a veiwport from paperspace that the cursor and crosshairs are at some arbitrary angle. I have solved the problem in the past by creating a new view ports to replace the existing problematic ones, but now even the new view ports are not correct. I've tried creating a new ucs aligned to an object, but it has no effect. Any other settings I need to be aware of?
