I keep getting an outline around the views that I place on the sheets I am working with. How do I get rid of that outline, there is no reason for it. Any help would be greatly appreciated. I'm using Autocad Architecture 2008.

You can put your viewport object on defpoints or another layer of your choosing and set it to no plot.
I'd suggest going with another layer and setting it to no plot. I wouldn't put ANYTHING on the defpoints layer. That's just asking for trouble IMO.
Actually, there should be a default layer allready created. G-Anno-View is where my viewports are. It's already created OOTB on the templates I use.
Place it on ANY Layer (but not "0") and Turn-it Off [LAYOFF or LAYFRZ].
Another option is similar: put your view on a specific layer (not 0 or Defpoints) and set that layer as non-plotting.
