I am having trouble remembering how to draw the above mentioned line.
I can't remember if I have to change my units, etc...

Yes change the units then your normal key-in process will
produce the results you desire.
Set them to Decimal, and Degrees, minutes and seconds,
or even Surveyors units.

It's been my experience that the angle should work out as you like regardless of the UNITS setting. But the distance may not. If you don't set the UNITS right, you may be drawing inches and not know it.
Shouldn't that be N82D....(for degrees)?......
