Yes, simply link the visibility of each anno to a yes/no parameter in the family, then you can turn them on and off with either family types or instance by instance.
In the family, select the anno, go to element properties, under graphics there is a row labeled "Visible", at the far right hand side of that row there is a tiny button, click it to link the visibility of the element to your new yes/no parameter.
