    Default Dimension Text Annotation MS to Layout

    I am drawing in model space at 1 unit = 1". I have created a viewport in a layout and scaled the viewport at 1:20 or 1:40.

    Using the annotation options can I:
    a. Create dimensions in model space at a size/text height large enough to read in model space, AND
    b. have these same dimensions appear in the layout at the correct text height of 0.125"??

    (I understand that dimension text is typically placed on paper space in the layout)

    Yes. You can go into the dimension style and set it to annotative scaling. This will adjust the text size and arrow size to match either the annotative scale in model space or the viewport scale in paper space.
