Default Alignment Subcomponents & Child Over Rides

When Labeling alignments I want to turn off the alignment layer. My company has a maser layout where all line styles and symbology is accurate to standards. In other words, the master plan is X-ref to then layer management leads to cutting on the master util Xref Layer and cuting off all other layers (Alignments/feature/pipe layers) in the pruduction file.

So what I am asking is I set up the object layers in drawing settings up WITH "Immediate and Independent Layer on/off ..." CHECKED; wont that allow me to freeze the alignment Layer WITH OUT the Alignment stationing and labels freezing.

This leads to a second a 2nd question. Where do I lock the child over ride so that the layer cant be changed in the alignment label styles?
