Data extraction maybe (command dataextraction)? If you say points, are they point entities or blocks? If points DE will only be able to extract their XYZ coordinates. If blocks, DE can also extract any attribute values.

It needs to be called once so the functions inside the lisp can work. Everything starting with vl is a Visual Lisp extension, which is by default not loaded. The vl-load-com loads all the Visual Lisp extension functions.
The best bet is to add (vl-load-com) to the start of the LSP file which uses it. Otherwise you can add it to your ACADDOC.LSP file so it loads each time a DWG is opened - that's how I have it since many of my LSP's use these functions.
