In 2009 C3D, the ribbon tabs are replaced by a line that reads "The ribbon does not have any tabs or panels currently loaded". I can't find rbbon tabs in CUI (There's a category, but it's empty). Help Menu doesn't seem to Help with this one.

no ribbons have been created for C3D - you're stuck with menus and toolbars. You can load the ribbons for vanilla autocad from the partial cui if you want, but I haven't used them at all.
2010 has got the ribbon setup for C3D that you have to use. Had a big discussion with a reseller tech about this at our local user group meeting.
I'm looking at a copy of Civil 3D 2009 with a big fat ribbon across the top. So... the ribbon exists in civil 3D 09
Unfortunately we have other computers here at my work that won't load the ribbon, and like guhlig said, I can't find them in their CUI. I think there must be some way to load them after an install, but I can't seem to figure it out. Can anyone help out?
You can turn the ribbon on in C3D 2009, but there are no ribbons for the C3D commands. Also there are issues with using the ribbon in 09 and is recommend that you don't use it.

RIBBONCLOSE = Turns off the ribbon
All ribbon panels are located in the ACAD.CUI.
