    Unhappy Railings on Retaining Wall

We did a Ramp which was part Ramp as well as retaining wall. About 30 ft drop.....we were required to provide railings on the walls.....Some Rails occured on the sides but some occured on top.....I did the model back with RAC2008
Now, it has come back to haunt me....

The entire Wall is now to be adjusted to 9" which shifts the Ramp side ways to maintain the Accessible Clearance.....
What should I do guys..............Fudge the dimensions? or Fix it Properly but this time with better approach so, if size changes again....I can just shift my walls and Railing remain intact

    HELP!!!!

Not sure i understand what is shifting here. Is the Railing shifting in plan view or in section?
