Tool palette uploaded into content browser is empty.

I have been having this problem for a while now, with 08, and 09. I have several new palettes created. When I go to upload them into the Content browser under my catalog, the structure is created within the content browser, but none of the tools or MVB's are added to the Content browser with the palette. Is there any way to fix this? Right now it is 2 of my palettes, one contains stair styles, and structural styles, the other is a palette of MVB's. Everything else inc. my wall styles, window and door styles copy into the content browser just fine.

Solved, It appears that you cannot have a " / " symbol in the title of a palette, or it uploads to the Content Browser empty.
