can't use open drawing function

Hello, I'm having trouble using the open drawing command from the tool bar. This happened once in the past and there was a command you had to enter at the command prompt and set the default value to 1 instead of zero....does anyone know that command?
Or how to fix this?
Instead of opening the drawing the prompt says "enter name of drawing to open"
