Default Window not appearing for Opening and Saving commands

    hey folks

i tried searching but to no success

my fellow co worker did something on his computer and now when he clicks open or save instead of opening a window like a typical ACAD program .. it say please enter filename or path...

how do i restore the window back

    i have tried
    the reinit command
    repair program from control panel
